Pasco County may get a new 80-unit affordable senior housing development in New Port Richey, but the project is still at the developer-selection stage. No apartments are available yet, and the current notice is aimed at development teams, not future tenants.

## What is being proposed?

The [Area Agency on Aging of Pasco-Pinellas posted a request for proposals](https://agingcarefl.org/request-for-proposals-rfp-affordable-senior-housing-developer/) seeking an experienced developer to build and operate an 80-unit affordable senior housing community in New Port Richey. The agency calls it the Congressman Gus Bilirakis Affordable Senior Housing Development.

The legal notice was posted on October 20 and published in the Florida Administrative Register on October 21. Full RFP specifications are scheduled to become available electronically on November 2.

## The selection timeline

- November 2, 2026: RFP specifications become available.

- November 18 at 11:30 a.m.: virtual bidder conference.

- January 6, 2027 at 3 p.m.: sealed proposals are due.

Those dates are for developers and project partners. They are not a rental application calendar.

## What has not been announced?

The notice does not provide a street address, building design, rent schedule, construction start, completion date, age threshold, income limits, bedroom mix, or application process. Those details may appear later in the RFP, a selected proposal, financing documents, or future public announcements.

It is also important to read the wording carefully. The agency says the solicitation and contracting are contingent on funding availability. That means the public should treat this as an active development effort, not a guaranteed opening date.

## Why New Port Richey?

The Area Agency on Aging serves both Pasco and Pinellas counties, but this proposed development is specifically in New Port Richey. The agency says Pasco's growing senior population is facing housing costs that have risen faster than senior incomes. It points to pressure on both renters and homeowners dealing with rent, mortgages, taxes, and maintenance.

This is a west Pasco project. It should not be described as new senior housing in Wesley Chapel or Zephyrhills, and it does not indicate that 80 units are being added in east Pasco. Local context matters in a county as large as Pasco.

## What should interested families do now?

There is no tenant waitlist in the notice. Families helping an older relative should keep watching the agency's official page and future announcements from the selected developer. Do not send deposits, Social Security numbers, or application fees to anyone claiming to reserve a unit before an official process exists.

When more details arrive, the questions to ask will be practical: Who qualifies? What utilities are included? Will units have accessibility features? Is transportation nearby? Are there service coordinators or on-site programs? How will applications be prioritized?

The immediate news is the start of a developer search. That is an early but necessary step toward adding 80 affordable senior apartments in New Port Richey.
